Consultancy Service for One Health Asia Programme

With the financial assistance of the European Union, ANSAB in partnership with the Relief International (RI) has been implementing the One Health Asia Programme (OHAP) in Chitwan, Rupandehi and Banke districts of Nepal since March 2014 for three years. The programme aims to contribute effectively to the reduction of zoonoses and alleviate their impact on fragile population by promoting awareness, behavior change, and coordination between individuals, local and national authorities.

Under the specific objective “Integrate Zoonoses Surveillance within Existing Government Regulations”, the programme intends to review existing policies and legal frameworks related to One Health in Nepal. We are seeking a well qualified and experienced candidate to perform a contextual detail review of existing documents, one health policy, bio-risk management policy and legal frameworks related to the one health approach and recommend the appropriate programme and policy steps. The details of the position are:

Position:                      One Health Programme and Policy Consultant

  • In coordination with the OHAP country team and team leader, the consultant will finalize the detailed work plan for the assignment
  • Prepare checklists, guidelines, methodologies for the entire process of review and recommendations
  • In coordination with the OHAP country team, collect the required information, documents etc. from related stakeholders
  • Review the country specific existing documents, policies, programmes related to the One Health approach and their implementation status
  • Perform desk research of the One Health policies that might be applicable in Nepalese context
  • Organize meetings with One Health related departments (Animal health, Public health, Environment, Wildlife departments, Universities etc.) in each country and review their programmes and policies related to One Health approach and its implementation
  • Prepare a draft report and present the findings with recommendations in line with WHO and OIE guidelines at regional and national level consultative zoonoses workshops
  • Incorporate the feedback and suggestions from the consultation workshops and prepare the final document for adoption and implementation


The consultant will deliver the followings key deliverables to ANSAB:

  • Draft assessment report on the One Health programme, policies and their implementation status with recommendation of the desired changes
  • Report of the consultative workshops with feedback and suggestions from the stakeholders’ representatives
  • Finalize One Health programme and policy documents specific to each country with brief strategy for implementation


The consultant will be supervised by Programs Manager, ANSAB. S/he will work closely with OHAP country team and liaise with RI-OHAP Team Leader to ensure the efficient execution of the assignment. The expected duration of the consultancy is 30 days and the major part of the assignment will be carried out in March, 2015.


This position demands a seasoned professional in programme and policy review and preparation, preferably under One Health Approach.

The incumbent should have:

  • Master or PhD degree in Animal health/Public health/One health with relevant experience in programme and policy formulation, strategy review and preparation, relevant experience in dealing with legal issue is desirable
  • Minimum of 10 years of professional experience in programme and policy formulation and strategy development and familiar with the Nepalese legal system
  • Knowledge and experience in prevention and control of prevalent zoonotic diseases
  • An excellent understanding of the OIE & WHO Standards would be a distinct advantage and have track record of performing the programme and policy review independently
  • Practical knowledge and experiences on zoonotic diseases investigation, reporting system, biosafety and biosecurity issues
  • Strong analytical and reporting skills
  • Excellent writing and communication skills both in Nepali and English languages
